If you are talking the rabbi who told several of the tenants of the apartment building that Elaine was jealous of George because he was getting married, yes he's Jewish. He was Jerry's rabbi - in fact I think Jerry suggested to Elaine that she talk to him (the rabbi) about her jealousy.

I'm surprised that your question about the cereal in Jerry's cupboard hasn't come up before. One sharp-eyed fan has pointed out that they are stored alphabetically. I never paid that much attention to the cereal, or a lot of other details, but here are some guidelines to get you started:

Most General Mills cereals are kosher. Most Post cereals are kosher. Most Quaker cereals are kosher. Most Kellogg's cereals are NOT kosher. No cereal, regardless of brand, is kosher if it contains marshmallows or other gelatin products (genuine Gummy Bears, etc.)
