There most certainly is a real J. Peterman, and the J.Peterman catalogue is as weird and verbose as John O'Hurley's character on the show. I'm not sure where you can get a copy...I obtained one from a friend...ridiculously priced stuff with ridiculous captions, but entertaining nonetheless.
