George's Long Lost Brother (perhaps in hiding with Kramer's dog?)

In the episode where George and Mike fight over a parking space, George refers to his brother while talking to Elaine in the car at the beginning of the episode. Where is this long lost Costanza boy? Perhaps he is in hiding with Kramer's long lost dog (remember him?!)
