Where did they film this show? I understand that's about NY, but someone told me that it was filmed in LA? is this correct?

That is correct.
What about the outdoor scenes? Like on the street etc..

Almost all were on sets created to look like NYC. However, like NYPD Blue, they occasionally filmed some outdoor shots in NYC, like the restaurant exterior, and some passersby shots and other NYC landmarks. But the majority of outdoor shots, and pretty much all with any of the 4 characters, are on cool sets in LA.
