Why did Jerry look out his window and up to the higher floor and yell out:

"Come on Kramer, we have a cock fight to train for?" Ihave been watching Sienfeld for years. Did Kramer ever live over Jerry's apartment?

It is definitely puzzling, but my interpretation is that Kramer was training the rooster on the roof, and Jerry yelled up to him there.
