I believe he was talking to Elaine outside the Bagel shop where he was "working". It was the "Festivus" episode. Kramer sabotaged some equipment in the shop and it got all steamy in there--making Elaine's makeup runny and ruining her hair.

The "I spent a month there one night" is from the episode where Kramer digs up the Merv Griffith set, and he and Newman are talking when someone(can't remember) mentions El Paso, and that's when Kramer says "I spent a month there one night".
