At what point in the series does Kramer's hair start looking the bride of Frankenstein?

Hasn't it always been the same?

I think the only times I did not see his hair as usual it was because he had a baseball cap or in the episode he put mousse in his har (The Shower Head?)

His hair started to look like that after he met his Uncle Veetz.He said he wanted to look like a Veetz Boy.
