Some stores have signs saying that they will prosecute for shoplifting anyone who is caught taking unbought merchandise into the washroom. Thay is because a person could stuff stolen merchandise into their clothing while in the stall.
And most people read magazines/newspapers when on the can. In fact, the New York Times makes great toilet paper.
