Kramer's true identity

A little while ago, I posted a comment on Kramer becoming more and more Fonzie-esque, but this weekend, having watched "Winnie The Pooh and The Blustery Day", I'm forced to conclude that Michael Richards drew his inspiration for the character from: TIGGER Note the reliance on physical comedy, great entrances, the eccentricity and the other character's tolerance. What do you think?
