I think his funniest line came from this season, actually.
"Are you saying you want a piece of me???!!"
The best:
Best guess at exact words..Sorry if I mutilate it but I know you'll remember it...
Frank: "Now you've got the chicken, the hen. and the rooster. Who's having sex with who?"
Susan's dad: "They all have sex with each other."
Frank: "That's Perverse!!"

from second of the raincoat episodes..
Frank Costanza: "I cannot tolerate INFESTATION!!"
(this is funny probably only to me, because it hits close to home...)

from the low fat frozen yogurt one, when george is lying on the couch and Frank is saying "Tommy Tune is a very good dancer, he's tall, that makes him lankier"

Help?

Frank set George up with the bra salesman interview with Sid Farkus. "You got 2 cups in the front, and 2 loops in the back." "The cups come in sizes. Do you know about the sizes? You got your 'A'..."
Actually, i personally love it when Frank Costanza says (usually to his wife)....."You don't know that!!!!!"
PS Anyone remember the words to the song on George's answering machine?

I like at the end of "The Shower Head" when Frank offers his swimming trunks to George since they're not moving to Florida. Estelle says irritably, "What does he want with your swimming trunks?" and Frank yells "WHY SHOULD THEY GO TO WASTE?!" George is sitting in between them looking miserable. It's hilarious the way they escalate into a yelling fight in just two lines.
I have two favorites.
The first is when Jerry's mom is telling him he has to go see "Schindler's List". She keeps telling him he's got to see it and he keeps repeating "I will".
The other is Frank talking about cup sizes to George, then yells about Estelle taking so long to change underwear.
When george was in the attic getting Frank's clothes to sell. The next morning he mention he heard rustling in the attic. George said it could be a mouse. Frank flies off the handle and yells "THAT'S IT WE'RE MOVING!" George in typical fasion is like "why?" so frank yells "I WILL NOT TOLERATE INFESTATION!"

I think a hilarious line from Frank is when Steinbrenner thinks George is dead and is over at their house. Instead of worrying about George, he says: "What the hell did you trade Jay Buhner for? He had 30 homeruns and over 100 RBI's last year. He's got a rocket for an arm. You don't know what the hell you're doin'!" It never gets old for me to hear this.
John Z. "Time is the fire in which we burn"
"Don't try to be a great man, just be a man, and let history make it's own judgements."
"I have no eye for fashion!!!!" That's Estelle and Frank fighting on the sofa waiting forDonna Changs arrival.
"I brought you into this world, and I'll take you out!" Not from Seinfeld, it's from the Cosby Show. Cliff was talking to Theo, great line.
** Like some other stuff on the Cosby Show, it
dates from Bill Cosby's old monologues... except
that in the monologues the boy was Bill and
the dad was his own.
