VERY good question! It was explained in a cartoon last year I think. Unfortunately, Dilbert.com has a one month only archive. I searched everywhere on the web for a hacked archive of Dilbert. If anyone knows about it, PLEASE post the URL!

Anyway, if I recall this cartoon correctly, his tie always up means that he has to pay all the bad karma of the world cause he's a loser.

I have all of Scott Adams' books, and the exaplanation is that it's a sign of sexual frustration, and if Dilbert gets lucky in a cartoon, you'll only be able to tell because his tie lies flat.
