In the episode The Tape, Ping was translating for George on the call to China. The first thing Ping said (in Chinese) was, 'Yes, he is balding badly now', and the audience laughed. How did the audience understand this? Were there subtitles? I am Chinese so I know.

First of all, he was speaking Mandarin. There is no such language as "Chinese".
Regarding your question, of course the audience did not understand what Ping was saying. They were laughing that Ping was actually speaking to someone in Mandarin, and extending the time on a very-expensive long-distance call.

Yes, there is. Chinese here do 'Chinese' as a language through primary, secondary, tertiary, undergraduate and graduate levels and what not. Yes it's Mandarin, but in common usage, it's called Chinese over here and probably in China as well. You use the word 'Mandarin' when you want to be specific or in an academic context.
