I've checked the IMDb and run some searches on Google about this, but to no avail.
In my high school economics class and my driver's training course, my fellow students and I were shown a short film from the 80s starring Michael Richards as a man with over 200 tickets going to learn about car insurance or something. The video started out with him parallel parking, hitting the car in front of him, then behind him, then in front of him -- just as he would later do on Seinfeld. He acted much like Kramer, though his hair was flatter like it was in the first few episodes. In the insurance office he and the associates there played some kind of "Car Insurance Game" to teach him the importance of having it; he learned all about zones, risky drivers, etc.
There was no title shot or ending credits, so my question is: Does anyone know what the hell this video is or when it was made?
