Is Uncle Leo the brother of Jerry's father or mother? Just wondering.

Yup. Helen's brother. We learned this in "The Kiss Hello", when Nana tells Jerry about the racetrack winnings that Uncle Leo was given to split with Helen, but he never did, and Morty spends the episode calculating how much Leo owes them.

Interesting ..I would have tought that this would have been established long before "The Kiss Hello" ,like in "The Pony Remark" where I think he first shows up (I still haven't seen that one).

You may be right. "The Kiss Hello" was around the 8th or 9th episode Leo appeared in, but I'm not sure if they got into whose side of the family he came from at first. I remember in "The Pen", Leo showed up with his wife, but I can't recall if the family connections came up.

Helen's for sure, because of the episode where Jerry's Nanna can't remember what year it is and discusses the money Leo was supposed to give his sister (Helen) that their fater won at the track. And this is confirmed in other seens in this episode aswell.
