No, they're actually on the 10th floor. If you watch The robbery I think it is, Kramer is watching a woman with a pair of binoculars and jerry says
"oh yeah, thats what she's lookin for, a guy peering at her with a pair of binoculars 10 floors up"
i wonder why they use 5A then..hmm
