That was episode #28 - The Alternate Side. The rental car agent was played by Janet Zarish.

That scene (one of Jerry's funniest, IMO) was from "The Alternate Side"
where George takes Sid's job moving cars, Kramer gets a line in a Woody
Allen movie ("These pretzels are making me thirsty!"), and Elaine dates
a 66 year old writer named Owen.
