I just watched the rerun with Elaines boyfriend who paints his face for
the hockey game.  I missed the previous episode, so how does Elaine meet
this guy, etc....

They don't really say - He is Jerry's Mechanic and I guess after his dating Elaine, Jerry switched mechanics to the guy that appeared in the new episode shown this week.
