It seems to me, that most, if not all, situations involving Kramer seem to go awry. I would like to know if Kramer has had any GOOD ideas? Have any of Kramer's ideas actually enhanced any situations (besides comic relief) or alleviated any problems?

Only one I can think of is when Kramer saved Toby's toe, stuffed it in a Cracker Jack box, beat up the would - be bus hijacker, drove the bus after the driver passed out and kept makin' all the stops.
I don't think Kramer has solved any problems.
The purpose of his character is mainly to create problems. I think when writing each episode the writers ask themselves: "Okay, which character's story line could evolve better with a little problem created by Kramer". He's the one creating misunderstandings... and misunderstandings always brings out comedy real easily.
