Viewers question which character voiced the mannequin designer in the episode, with consensus confirming it was the TV Guide man from the subway.

I the episode that had the mannequins looking like Elaine, I was not paying attention at the end when they showed the maker. By his voice, I linked him to two possible characters, the TV Guide man on the subway, and the priest. Could someone verify which man was the mannequin designer for me? That would help a lot! Thanks!
