I've sent the proposal message on alt.config yesterday. Next Sunday I'll send the Control Message. I hope this will work. I'll let you know more, when I find out... Till then, check the message out in alt.config.

As others mentioned in alt.config, moderation may not be the best way to go for such a newsgroup, especially given the subject matter.
I just looked at it again, and I think you may want to eliminate this sentence:
"By this group, the number of illegal sellers of Seinfeld episodes on VHS, CD's etc. will be reduced."
I suspect you'll ruffle fewer feathers by avoiding any mention of illegal sales/trade of episodes in the proposal.
Also, the line in the proposal that contains the newsgroup name and description can only be a maximum of 80 columns. Right now it's too long:
alt.binaries.multimedia.seinfeld Seinfeld-related discussion and episodes-posting
How 'bout this instead:
alt.binaries.multimedia.seinfeld Binaries relating to Seinfeld TV show
I'm not sure if that's the best description, but I'm sure the alt.config regulars will voice their opinions. :-)
