Smuckers the dog has a cough and is prescribed pills. Kramer suffers that same affliction, so tries to take the dog pills but that doesn't work, so Jerry tricks Kramer into seeing the doctor.
I think it went the other way around. Jerry tries to trick Kramer to seeing a doctor, but he runs away. Then Kramer finds Smuckers and starts taking his medicine, which turns him into a dog ("bad neighbor").

Jerry doesn't visit the Mandelbaum's in 'The Blood'. He visits them in 'The English Patient'.
So I guess that's another time there's a hospital scene.
