I could be mistaken, but isn't he the "Face Painter"
Isn't he the guy who did the face- and body-painting bit at the Devils' games and ran up to a priest in a car, doing a bad impression of Gene Simmons?

I could be wrong, but when David Putty was on as The Face Painter . . . wasn't he treated like a new character despite his having been the mechanic who stole The Move in an earlier episode? I remember Jerry and the boys meeting this "new boyfriend" for the first time and there was no recognition or anything. I just took it as delightful little flaw which most people wouldn't catch, and the product of Jerry's propensity for finding work for his standup comic buddies.
