The better question is, why aren't YOU afraid of clowns? You should be--they'd kill you if they could, those garishly-painted flower-squirtin' big-shoe-wearin' freaks... ;-)

Maybe that added to his fright, but when Crazy Joe Devola asks Kramer if he's afraid of clowns, Kramer admits he has been afraid of clowns since he was a kid. So the traumatic experience must have taken place in his childhood.
