Gotta go with this one, too. That's definitely the funniest Kramer line for me. It's probably tied with "I don't think you do" by Jerry for the line that made me laugh out loud the loudest. They were just so out of nowhere but completely in context with the characters. "Like a frightened turtle" is up there, too. Had to mention that. For George, what comes to mind is his hysterical yelling over the phone with Jerry in "The Outing." "There's a problem with the phone, hold on!" "The phone's a piece of junk, goodbye!" Can't think of anything stand-out for Elaine now, but her "Hello..." at the end of the Soup Nazi episode was pretty funny.
I think one of the funniest non-sentances is when Kramer trips up smuggling the half-milk-half-coffee into the cinema (Cafe Lait?). When it spills, his shriek is absolutely gut-bustingly funny!!!!!!!!!
Also, then jerry is trying to get the tight fitting jeans off him.
When jerry gets home to see the redlaser across to his door, and when Kramer opens with all this bright red light, jerry asks "whats all that red light" and kramer goes "what red light?"!!!
You have to watch the entire episode to get it. I didn't find it all that funny. Earlier on when Kramer was talking to the phone sex woman Erica she said "...we'll do it in the back seat." Kramer asked "What about the driver?" She says "So what." Then later when he realizes that Jerry's girlfriend is "Erica" when she asks him if he wants to split a cab he asks "What about the driver?" like he did earlier. Kind of asking if they should let the driver into the action. That's what I always thought it meant.

Right after he walks into Jerry's apartment and says, "I'm on the wrong floor again." because of the cabinets Jerry put in. And both Jerry and Elaine scare him. I crack up every time he flinches. Especially when Elaine pokes her head in through the cabinets.

Soup Nazi. Kramer went flying out Elaine's door at her apartment.
