He did serve jail time in the lobster poaching. As for your question I'm still trying to figure out why all those people on Gilligan's Island packed up so much stuff for a "three hour cruise".

He paid his dues when he was arrested for stealing the lobsters in the Hamptons episode. He was sentenced to litter pick up to pay off his fine of $1000 dollars.

Kramer also stole lobsters from someone's trap in The Shrinkage - but he had roadside cleanup duty for that.

Simple--anytime he is to be sentenced by a judge, Kramer pulls out his "dramatic license" and avoids a jail term. After all, it would be difficult for Jerry, George and Elaine to interact with everyone's favorite "hipster doofus" if he was in the hoosegow!
