Do the toilet gaskets really dry out if you don't flush the toilet regularly?

I could never figure out in that episode (the Ellie one) how her toilet overflowed for at LEAST 5 minutes, yet no water ever left the bathroom...

Is her bathroom that much sunken lower than the rest of her apartment?

It just seemed weird... the whole concept of water going "the path of least resistance"
