First episode

ok, i saw the first episode and i have a question

.who is lee garlington, i saw the name in the opening but there werent many character in the episode besides jerry,george, kramer, laura and the waitress. was it the waitress?

Tes, it was Claire, the waitress. There was an obvious need for a woman's perspective, as evidenced by the following exchange:

"Claire? You're a woman, right?" "What gave it away, George?"

This was the beginning of "Elaine". They needed a woman, but it couldn't just be the waitress. Granted, they spend a lot of time at the coffee shop, but Claire worked there. It's not like she could only serve their booth.

I wonder if maybe they were going to broaden Garlington's character and chose Louis-Dreyfus at the last minute, or if 'Claire' was supposed to be a one-shot character right from the start.

No, Lee Garlington wouldn't have been in the opening credits if she was intended as a one-shot. She'd have been at the end, like the woman who played Laura (what was her name?).

CLAIRE: What gave it away, George?

GEORGE: Let me get your perspective on a hypothetical phone call, from a female point of view.

GEORGE: (TO CLAIRE) Now let's say a woman calls me, says she has to come to town on business, and maybe we'll get together. Does this woman intend to spend time with me?

CLAIRE: I'd have to say...no.

GEORGE HOLDS UP THE NOTEPAD, ON WHICH HE HAS WRITTEN "NO"

GEORGE: (TO CLAIRE) So why did she call?

CLAIRE: To be polite.

GEORGE: To be polite, I rest my case.

I think Lee Garlington (Claire, the waitress) was given opening title credits. Which in my opinion meant she was to be considered a recurring and major player in the show. Things change and they did. Pamela Brull played Laura the girl Jerry did not know how he stood with until the phone call.
