Fans discuss the percentage of the population Jerry declared undatable, clarifying it was 95% and debating whether he said "leper colony" or "leprechaun colony".

The quote you are asking about is from The Wink in the 7th season. Jerry asks Elaine about "undateable" percentages of population and she says "75%" Jerry says- no way it's closer to 95%. Only 5% are dateable. He even makes a reference to the people you see at The Department of Motor Vehicles. "It's a leopard colony out there!" I'm not exactly sure of Jerry's quote because he bounces around the actual percentages by saying 94 or 95 %, Hope this helps.
Actually, he said "leper colony". :-) I especially like the Seinfeldian whine/shout as he declares, "Undateable!"

Sure, I guess I could see that. However, "leper colony" is a complete phrase that has a definite and historical meaning--it refers to a place inhabited by those with leprosy. I'm not aware of the other suggestions being combined with the word "colony" in this manner.

John's right. It's "leper colony". This is a long established phrase. In Biblical times, and long after, a leper colony was to be avoided due to the contagiousness of leprosy. Not to mention the fact that body parts were falling off lepers left and right (pardon the pun).
Anyway, the term "leper colony" has come to mean 'people you would normally avoid at any cost'.
