Yes, it is a real medical specialty.
It could be possible that George's father sees a proctologist for other problems, and his office was closer than going to an ER, assuming they called ahead and he was able to take him.

It was a very funny episode. When the fusseli Jerry was introduced it was obvious given the references to proctology where it was going to end up. The question was who's gonna get it up 'em? Poor Frank.
