Here goes:
Seinfeld is supposed to be set in New York, right? But nothing og it is shot in New York. Not the street scenes and certainly not the studio scenes. The most absurd thing is that even the building Jerry supposedly lives in, which is shown occasionally on a slide, was pictures somewhere in LA, where the show is being shot. Now isn't that weird?

Tom's Diner is a real diner at Broadway & West 111th Street, near Columbia University. The exterior of Jerry's building looks like a real NYC building. I don't know about the street scenes (since there are sets in LA which look just NYC, and even some real-life neighborhoods.)
I can confirm that the street scenes are actually shot in NY. I used to live a block from the diner when I went to school, and walked past it every day. Eventually, a friend informed me that I was in several episodes- I was walking in front of the diner when the exterior shot was taken! I never saw the tv camera.
The exterior shots of Monk's (Tom's) are filmed in NY, but everything else is filmed in LA, including the street scenes.
I think the way it works is that all the exterior shots of buildings (except Jerry's apartment) are shot in NY, but the street scenes with the characters walking outside are in LA at a studio.

Weird, no. It is not supposed to be set in New York City, it IS set there. Many western movies are shot in Spain or Italy. 'Batman' is set in Gotham City but never shot there. No science fiction movies are actually set off-planet. Sylvester Stallone's movie about fighting gansters in the Rocky Mountains was set in the Rockies but shot in the Alps.
