What does "Rods and Cones" mean? (English isn't my first language)

In addition:

Rods and cones get 'screwed up' when looking at the same colour for a very long time.... the cones that sense red, for example, tend to 'get tired' after looking at red for a while, same with the ones for 'green' and 'blue'.... red and green are colours the male sees best, so, when the red cones are 'tired' of looking at red, and then you look at other stuff, everything tends to either look red (red cones acting up) or green (red cones are tired, green ones are more dominant than red and blue at that time)...

Or that is what I remember from my days in highschool... but then again, I wasn't paying too much attention there...
