That's exactly what I was thinking, I remember hearing about that movie, but just because it has the name of a real movie doesn't mean it's based on that movie, remember a few years after mentioned on seinfeld there was a real Firestorm...
I think Firestorm was the movie I was thinking about in an earlier post. I thought Chunnel was fake and then became a real movie but I don't think now.

Was the episode with the movie Firestorm broadcast any time near the release of the movie "Backdraft" ? For some reason, i always associate Firestorm an the Sien world version of Backdraft.

Backdraft came out in 1991, I think. But it was mentioned in The Trip Part 1 which came out in 1992 so 1992 is the latest Backdraft could have come out. Firestorm was mentioned in the Rye which came out in the 95-96 season.

Yes, but it was featured by name as a fake movie on Seinfeld about three years or so before a real version was released of it...
In the 95-96 season Firestorm was a fake movie mentioned in The Rye. Then the real movie came out.
