With regards to him being the woman with man hands...I think not! :)
In 'The Maid', I don't think that is him in the background. I remember seeing this guy once before in another episode when I was trying to spot Brenner and came to the conclusion that it was not him.
With regards to 'The Stakeout' it's hard to say whether that is him or not. We don't really see his face, we only see him from the back. However his hair does look like Brenner's. It's 50/50, I think we need a third opinion. Any takers?
In the meantime I'll keep my eye out for Brenner in other episodes.

It's not just the face. It's definitely him: the silhouette, that way of walking slow and carfully. Plus it was in the beginning of the series and he was in the episode right after.
