Safety School

What does 'Safety School' mean? I assume it means - if you can't get into your first choice it is your 'fall back' option. Is that correct?

   I don't know how your school handled it, but 20 years ago, my
guidance counselor recommended that we apply to three schools ... a
``dream'' school (maybe Ivy League), your realistic target and (she even
called it this) a safety school ... one where you KNOW you'll be
accepted.<
   Check out the film Risky Business ... Tom Cruise is trying to get
into Princeton, but it's obvious that his safety school if U. of
Illinois (although I would have thought he might have Northwestern as a
middle option).<

Basically. Straight out of my HS's definition: "[Safety school] means that given your hs average, SAT scores, .... this college is likely to admit you."
