It is the captain of the Ottawa Senators (GO SENS GO!) wearing, yes, you see it right.. a PUFFY SHIRT! (besides looking like a bum)

Well.. the photograph doesn't show it well... (bad lighting at the Corel Centre), but it definitely was a puffy shirt... maybe he puffed it up before he went on camera?
