Yeah, I remember the movie and got the reference when I saw the episode, but my question is: Why was it funny? I pretty much remember the context (a woman kept talking about her boyfriend(?) and calling him "my baby"), and laughed when I heard the line. But what made it funny?
In my take, Elaine was irritated by the phony accent and delivery by this woman. Nobody says "fee-on-SAY" with an American accent. The lady at that party was trying to be "cultured" and did a bad job of it. Elaine took offense and ridiculed her; she likened it to a phony Australian accent - so she applied the "dingo" bit. Elaine put her in her place. I thought it was very amusing!

It was a reference to the movie. Substitute fiancee with baby. "Has anyone seen my fiancee ?" "I can't find my fiancee."
It's from "Cry in the Dark", a Meryl Streep film from Australia in which she is accused of murdering her baby when actually the wild dogs carried it off and killed it. A pretty depressing movie overall.
