Well, I'm 99% sure that this scene is a parody of the opening scene of Hitchcock's "Vertigo", where a criminal is being chased by a cop (Jimmy Stewart). The criminal leaps from one building to another (like Kramer), but Stewart can't make the jump because of his vertigo (fear of heights): of course, for the cable guy, the problem is his size.
For me, the clincher was when they show Kramer coming to a halt at the edge of the building - it appears as if he has been "matted" against a solid blue sky background, which looks very "Hitchcockian". Also, the camera shot looking down from the rooftop to the pavement below was also done in "Vertigo".
