NBC approached Jerry "who was hot at the time" to do a show. Jerry turned to Larry David for help as he had experience in writing for TV with the shows "Fridays" and "Saturday Night Live". It was Larry who came up with the format of the show, that being about Jerry's everyday life and how it fuelled his stand-up act. He wanted the show to be about those idiotic conversations we have all the time.
