I don't think it had to do with ice. Was it to prevent people from tapping on the fish tank?

Nobody. In Jerrys apartment, before they went to the party, Elaine said: "I can't stand Joe Mayo's parties. You know, the second you walk in, he's got you workin' for him. 'Hey, can you do me a favor? Can you keep an eye on the ice, make sure we have enough?' Uh...". Maybe that's where you got it from...

Well the reason Jerry could not "get Jiggy" with the music was because Kerrie (the "nice pants" girl) was given the job of keeping Jerry away from the music by Joe Mayo.
