I was watching the episode called "The Chinese Woman" the other day, and noticed the man with the cape that Mr. Costanza was talking to. This guy seemed to remind me of Larry David.....I've only seen him once (David), but I could swear that this was him.....
Anyone know for sure....I couldn't find him in the credits

Yes Sam, the man in the cape was Larry David. He also is the voice of George Steinbrenner.
