George Costanza used the term, "Sweet Fancy Moses!" during one of the Seinfeld episodes.
Was this expression created by the Seinfeld sitcom? Or did it already exist prior to Seinfeld?

It should--he said it! :-) Both Jerry and George exclaim "Sweet Fancy Moses!" on separate occasions upon seeing Elaine dance in "The Little Kicks".

I've always assumed in was a George-ism. He was the very first to say it, and his delivery was much much funnier.
Jerry repeats the line later in the episode --- but I've always thought it was only funny because it alluded to George's reaction. Jerry's line wouldn't have been as funny if we didn't see George say the same thing earlier.
The phrase has Jerry written all over it! It's easy to see that they purposely tried to make it something that people would be saying "around the watercooler"......it didn't take.
