I just watched "The Pie" episode. In the end they show the guy who created "the Elaine mannequin". Who is that character? Has he been featured in any other episodes?

Yes, he was in The Cigar Store Indian. He was on the Subway and was obsessed with Elaine. He brought her Frank's TV Guide back, which she had left in the subway. He had made a bouquet of flowers with the Guide.
