Ok I was having an argument with my friends about who says "With out laws there's chaos" or something to that effect. I thought this was Neuman and they thought it was Kramer. I'm pretty sure Neuman said it but it's possible that they have both said it at one time or another. I was offered a $10 bet......but I'm not a betting man. Anyone know the answer???

is saw this episode this week.. it's Kramer saying this after his golfpartner picks up the golfball to clean it and kramer gives him a penalty stroke or something. This golfpartner (a baseball player?) becomes very angry and kills someone.. The episode ends with kramer and this guy sitting in a white bronco running from the police :)
It was indeed Kramer. It was "Without rules, there's chaos." It was ironic because him enforcing the law actually caused the chaos. But Newman said something very similar: "...I believe the law is all we have. It's the only thing that seperates us from the savages that don't even deserve the priviledge of the daily mail...stuffing parcels into mail boxes where they don't belong!..." "Newman!!"
