Guy on the phone in chinese restaurant

Hello,

I watched yesterday the episode from the early seasons where they wait in vain in a chinese restaurant (Hunan 5th Ave) for a table.

George gets mad because a tall guy with spectacles is busy on the public phone for ages.

Occasionally this guy turns around to look at George and I noticed he looks a lot like the guy with undetermined racial features Elaine dates much much later in the episodes (Elaine thought he was afro-american and the guy thought Elaine what hispanic because she kept taking him to spanish restaurants).

Could it be it is the same actor ?

The two don't look alike at all. The eyes, hair and other facial features are different.
