There was an episode when Jerry, George and Elaine were sitting around at Monk's, and George told Elaine that He "once told a woman I coined the phrase..."

George says he actually invented the "phrase" "Pardon my French" to meet or impress a girl. He even said "phrase". I'm sure that was the situation at Monk's you were talking about. This "It's not you, it's me" was also claimed to have been made up by George to explain the end of a relationship. He did not specifically claim the phrase but more like THE IDEA -- of this excuse for breaking up.
