do the producers accept spec scripts?

Do any of you know if the "Seinfeld" production staff reviews spec scripts from independent writers?

Scripts? It's a show about nothing. They just stand around chatting, and leave a camera running. No scripts.

(well, at any rate, it's a tribute to the show that it doesn't ever _seem_ written. Despite the "Best Written" Emmy...)
