I believe it's a reference to when Nixon got impeached.

it's not exactly a movie reference although you may have seen the scene in the movie nixon. its a send up of when the nixon family left the whithouse after he resigned when congress or some one (not sure i'm from Australia okay!) voted to impeach nixon for something to do with watergate. the resort where jerry's father was the president decided to impeach him on fraud or something related to money. see the connection? lea.
