Who was Arthur Jobanian and what did he have to say and to whom?

Arthur Jobanian is one of Kramer's unseen friends who told Kramer that Scott "The Drake" Drake & Allison were breaking up and not getting married. Scott & Allison were breaking up because their marriage date was for Super Bowl weekend.( This occured in The Label Maker in season # 6)
