It contains a membrane layer with microscopic pores that are large enough to allow water vapor to pass through, but too small for liquid water to penetrate. Thus, it keeps the rain on the outside, while allowing perspiration to vent through, so you don't get soaked inside due to condensation. In George's case, I think this is just another example of legitimate outdoor gear being adopted as a fashion fad (a la 4-wheel drive vehicles, hiking boots, etc.)
