Leo and Jeffery?

Who exactly is Jeffery? Is he Uncle Leo's son? I gather somehow that he's Jerry's cousin.

Jeffrey works for the Parks Department. He is Jerry's cousin. Uncle Leo always talks about him (proudly) so we assume he is Leo's son. He was recommended for a citation for the "walking tours" about the edible plant life. He took Isaac's apartment even though Elaine wanted it. George thought he was making out with Amy. He had Paul Simon tickets. He was in the Parks Department production of The Mikado. He writes funny letters.

It's funny but until it was mentioned in one of the Notes About Nothing on the DVD, I never made the connection between Uncle Leo and Jeffry. I knew he was Jerry's cousin and that Uncle Leo was, of course, Jerry's Uncle but I never put 2 and 2 together that they were father and son. That seemed to make Leo's obsession with Jeffry all the weirder.

In an earlier episode Leo and Stella were divorced when Leo was caught shoplifting. He also stole from his sister, but, Mortie figured out what was owed. Then Leo got a girlfrined who was an Anti-Semite. I think Leo was a very bad character. He wasn't even invited to Jerry's wedding.
